SUMMARY:
This is a full time 1.0 FTE position 190 days per year.
The EI/ECSE Specialist provides early intervention and early childhood special education services to early childhood and school age children with special needs and their families in a variety of settings. The Specialist maintains, implements, monitors, organizes and conducts IFSP meetings. The Specialists also communicates with families, community partners and other professionals.

The requirements listed below are representative of the knowledge, skill, and/or ability required. Individual will hold a valid driver’s license and have reliable, insured transportation.
EDUCATION/LICENSURE / EXPERIENCE:
- TSPC license which allows him/her to provide special education at the preschool level, OR
- Baccalaureate Degree in early childhood, special education or a related field and be authorized by ODE within 12 months of employment.
- Individuals with TSPC licensure must maintain licensure which allows him/her to teach special education at the preschool level, which has its own professional development requirements.

RESPONSIBILITIES and ESSENTIAL FUNCTIONS:
Meets the standards of Competent and Ethical Performance as outlined in Oregon Administrative Rules (ORS 584-020-000 to 584-020-0045. The following are the Responsibilities and Essential Functions of teacher duties; however, any one position may not cover all responsibilities and essential functions and may not cover all duties an employee is expected to perform.
Planning and Preparation:
- Creates plans for instruction (e.g. lesson plans for preschool, plans for individual sessions or parent/child groups)
- Designs classroom set up to meet children’s needs
- Attends team meetings as scheduled
- Transitions children from EI to ECSE; Helps transition students from ECSE to kindergarten
- Maintains caseload/database for class
Implementation:
- Plans, prioritizes and organizes assignments and projects with a minimum of supervision
- Maintains safe, secure and positive learning environment
- Provides specialized instruction to children during home visits, specialized classroom community preschool, child care or clinic group settings
- Develops and implements IFSP
- Supervises children in a group setting
- Assists children in daily needs and hygiene including feeding, positioning, toileting, hand washing and administering emergency medications
- Schedules, conducts and facilitates IFSP meetings; Records meeting minutes at all IFSP meetings, takes notes at IFSP meetings
- Completes all required paperwork within prescribed timelines
Assessment and Use of Assessment Information:
- Assesses all children with appropriate assessment tools including state identified curriculum based assessment
- Writes goals which are appropriate and measureable, reflecting students’ functional needs, preferences and expected outcomes
- Develops data systems; Collects and analyzes data on individual children’s goals and adjust instruction as indicated
- Completes file reviews, evaluations and transition reports
Communication:
- Communicates and consults with families through telephone, meeting and in writing
- Communicates with other specialist/team members through telephone, meetings and in writing
- Communicates clearly and effectively in a variety of situations, including difficult ones, with agency staff, district staff, parents and the public
- Attends parent conferences
Professional Leadership and Conduct:
- Exercise tact, diplomacy, independent judgment and aptitude for handling and processing privileged information with professional integrity
- Identifies professional strengths and limitations and sets and meets performance goals
- Strives to improve professional competence through an ongoing program of reading, workshops, seminars, conferences, classes and other professional development activities

- Maintain the integrity of confidential information relating to agency records and data, students, families, employee information and performance
- Fulfill duties associated with Mandatory Reporting for suspected child abuse and neglect
- Use or relay personal and agency information only in the course of performing assigned responsibilities and in the best interest of the individuals involved
- Have regular and punctual attendance at work and work activities, punctual in meeting deadlines, attending meetings, following schedules, respond to management directions and solicits feedback to improve performance
- Required to travel to and from school locations in the IMESD service area and may be required to travel on overnight assignments
